Added numeric prefixes to test method names to ensure tests run in the defined order instead of alphabetical order. Updated the template.j2 to generate tests with numeric prefixes. Fixes exercism#2214
Updated the 'Generating Practice Exercise Documents' section to reflect the new configlet sync command which replaces the deprecated generate command. Fixes exercism#2680

This PR touches files which potentially affect the outcome of the tests of an exercise. This will cause all students' solutions to affected exercises to be re-tested. Updated the 'Generating Practice Exercise Documents' section to use configlet sync instead of the deprecated configlet generate command.
The new configlet sync command handles docs, metadata, and filepaths with options like --docs, --filepaths, --metadata, --exercise, -u (update), and -y (yes).
